Phoenix Sky Harbor International Airport
NASS delivered Advanced Counter Terrorism Training with emphisis on BPR™ training to law enforcement officers at PHX. BPR is a training program that equips officers with skills to better recognize and assess behaviors that do not correspond with what would normally be expected in a particular environment and that may indicate hostile intent. The process provides for a way to greatly improve customer service (since the most likely reason for an unusual behavior is distress or confusion) while at the same time providing an excellent tool to assess for potential criminal or terrorist activities that should be alerted to law enforcement authorities.
In addition, NASS is in the process of delivering Advanced Security Awareness (ASA) training to the Airport security and non security personnel. The program is designed for all the Airport personnel and was created in order to raise the level of awareness to any abnormal behavior at the airport.
Both programs were delivered at different levels, to different target audience (security, non-security, management), subject to the level of the trainees and their security abilities/needs. The project included a detailed Front End Analysis (at ISD standards), which, among other things, covered identification of needs, best practices, limitations, and target audiences. The program also went on to develop detailed curriculums, lesson plans, narrative and presentations. These deliverables were broken down by audience (security/non-security) as well as by professional and operational needs (programs for check points’ security personnel, gates and perimeter guards, non security ticketing personnel, on board conductors etc).
Overall, over 120 police officers were trained by NASS trainers and by Phoenix PD officers who completed the Train the Trainer. In addition the training of all airport employees in the ASA program is in progress.

BBR Project Details:
Front End Analysis
A NASS team was sent to PHX airport to conduct an in depth survey of the airport and the airport procedures in order to create and tailor the program to the specification of the airport. This included interviews with key personnel at the police department regarding procedures and expectations of the course. In addition, the team walked through the airport and studied its operations, needs and proceedures. The process as whole was guided by and delivered ISO standards.
The Front End Analysis reviewed the following procedures and regulations:
Ø Transportation Security Regulations (TSR) Parts: 1520, 1540, 1542, 1544, 1546, 1548 and 1550.
Ø The different legal aspects at both local and federal levels.
Ø The operational arena; the different agencies within the airport and the interagency protocols.
Ø The airport security program.
Ø Weapon and firearms procedures and local rules of engagement.
Ø Suspicious object handeling procedures.
The above subjects were taken into consideration while adopting BPR for use at the airport in question. Emphsis was given to BPR being an additional security layer at the airport and for its integration with other security layers and mandatory procidures.
Training
NASS trainers provided the training to a selected group of Officers. The training was made of BPR and ITR (Immidiate Tactical Response). The BPR training which involved in class presentations regarding the methodology and the local environment, and practical exercises at the terminal. The execises involved the trainees working with passengers and other visitors to the airport. The ITR training involved physical self defense training that provided the officer the ability to neutralize any immediate threat. In addition, simulations were carried out with a specially prepared training aids.
At the end the training the trainees took an exam covering all the materials they went through throughour the training. Passing grade had to be above 80%.
In order to improve our training materials the trainees filled out an evaluation form grading both the trainers and the training materials. The evaluation forms were taken into considaration and were implemented in our program development.
On-the-Job Training
Every officer that graduated the basic BPR training goes through an On the Job Training, where he and our trainer work together at the officers worksite. After a couple of hours working together using the BPR training the instructor evaluated the officer and helped him improve his BPR skills. The evaluation feedback was carried out Trainer to Trainee while an evaluation form was filled out for every trainee and passed on to the Supirior Officer.
Train the Trainers
PHX PD together with NASS selected a group of officers to be trained to become BPR instructors and train all Airport District officers. the officers went through special training with our instructor in order for them to understand better the BPR concept and to be able to train their fellow officers. Each trainer received a Trainer Kit prepared by NASS.

Miami International Airport

BAA (Heathrow, Glasgow, Edinburghand Aberdeen Airport) & Heathrow Express (HEX)
NASS delivered a Behavior Pattern Recognition (BPR™) Train the Trainers program to the training departments of the different airports under the management of the BAA. In response to specific threats/needs, NASS also developed and delivered a tailored train the trainers program to the training department of the Heathrow Express rail service (HEX). Both programs were delivered at different levels, to different target audience (security, non-security, management), subject to the level of the trainees and their security abilities/needs. The project included a detailed Front End Analysis (at ISD standards), which, among other things, covered identification of needs, best practices, limitations, and target audiences. The program also went on to develop detailed curriculums, lesson plans, narrative and presentations. These deliverables were broken down by audience (security/non-security) as well as by professional and operational needs (programs for check points’ security personnel, gates and perimeter guards, non security ticketing personnel, on board conductors etc).
The program includes training more than 100 BAA and HEX training personnel throughout the basic training and the Train the Trainer Programs. The program includes delivering the training to more than 6,000 target audience under the supervision of NASS.

Ø The operational arena; the different agencies within the airport and the interagency protocols.
Ø The airport security programs.
Ø Weapon and firearms procedures and local rules of engagement.

In order to improve our training materials the trainees filled out an evaluation form grading both the trainers and the training materials. The evaluation forms were taken into considaration and were implemented in our program development.
HEX- NASS trainers provided the Hex Training staff the BPR program, which involved inclass presentations and practical exercises at the train stations and onboard the trains. The exercises involved observation and casual encounters with the passengers.
Before and after the training, the trainees took exams in order to demonstrate progress and learning. Passing grade of the final exam was 80%.
An evaluation form was filled out in order to provide NASS a better view on points to improve its program. All evaluations were read and taken into consideration.
On-the-Job Training
BAA/HEX- Each and every trainne, who completed the training with a passing grade, went through an On the Job Training (OJT) with one of of NASS’s trainers. The OJT involved practicing the BPR methodology in the trainee’s original work environment. The trainees worked one on one with the NASS trainer for a few hours. After the OJT NASS trainers evaluated the trainees and helped them improve their BPR skills, an evaluation form was filled out for trainee and passed on to the Supirior Officer.
Train the Trainers
BAA- a selected group of the Basic BPR trainees were selected to undergo thorough special training with NASS instructors in order for them to understand better the BPR concept and be able to train their fellow officers. Each future trainer had the opportunity to cunduct further practice with NASS trainers on the job site to achieve to mastery of the BPR skill. The trainers received a Trainer Kit prepared by NASS, and the NASS trainers worked with each trainer on how to convey the correct messages in each lesson throughout the training.
HEX- Together with HEX management, a group of trainers were selected to undergo a Train the Trainer program that involeved further on site practice with NASS trainers. In addition, each trainer received a training kit and a NASS trainer worked with each trainer on his training skill.

EXAMPLE # 4
Abidjan International Airport, Ivory Coast
As a part of the reconfiguration of the Ivory Coast’s International airport NASS was requested to conduct several tasks in order to raise the airport security standards to ICAO and Annex 17 level as well as TSA regulatory requirements. the project included the following tasks:
Ø A complete reviwe of the airport and its facilities.
Ø Writing an Airport Security Program for the the ministry of transportation and the airport’s management
Ø Identifying the different security training required in order to bring the airport to ICAO levels.
Ø Providing the the training the were requiered to all staff.
Ø Writing the a protocol and procedure manual for the different security tasks at the airport.
Ø Conducting security complience audits for ICAO standards
Project Details:
Airport Site Visit and Airport Security Program
A thorough survey and analysis of the airport terminal, cargo operation, catering, perimeter and procedures was carried out. The survey included a NASS team meeting with key personnel from the Ivory Coast Department of Transportation, airport, airline personnel and key military personnel. In addition, the team conducted a site survey at the airport observing the daily operation, procedures and security measures present. NASS went on to write a detailed Airport Security Program (ASP) according to ICAO, Annex 17 and TSA standards. The ASP identifies the different levels of personnel at the organization (Management, Security Personnel and General Employees) and lists the different responsibilities of each and every department. The ASP serves as the backbone for the entire airport’s security operations and was also adopted as the national security program by the local transportation department
Training
NASS identified the different security training programs necessary in order to bring Abidjan’s airport to the ICAO standards. NASS analyzed the existing training at the airport and identified the missing training components necessary to bring the standards up to the level required. The training programs were then provided by NASS to the airport security personnel in several security related subjects. The following trainings were provided:

Protocols and Procedures
NASS then moved on to provide a detailed Protocol and Procedures manual for the entire airport security operation. NASS conducted a site survey and analysis in order to study the existing operating procedures and identified the exiting gaps between the ICAO (Annex 17 and TSA) and the exiting standards. The manual identifies the different protocols for each level of personnel at the airport (Management, Security Personnel and Employees) and lists each and every department’s exact working procedures.
